[iaoa-bylaws] [iaoa-relocation] update with plan for submitting the tax exemption request

Dear all,

while I'm sorry about the delay in doing so, I'd like to share a brief
update on our work on the Swiss versions of Statute and Bylaws (S&B),
related to the aim of sending out the preliminary tax exemption request
(PTER) soon and based on a call of Marion and myself on this Mon, Oct 20,
held to finalize remaining minor changes in the S&B working drafts for the
PTER.

In brief - please comment if you see issues with anything:

1a.) S&B for PTER (v5)
We suggest versions of both documents that we think can be submitted as part
of the PTER documents. These are versions 5 (v5_...) [1,2]. All comments and
markings have been removed from that version - please have a look (and
comment if there are issues). Marion is converting this version into a word
processor format, thereby doing a final check for "bugs".

1b.) S&B for later (v6)
For further discussion on the open content issues, versions 4 of S&B have
been renamed to versions 6 [3,4]. Please use these documents for further
comments, proposed changes, etc., for the eventual version intended for
membership approval.

2.) German translation for PTER (v5-de)
We think and suggest that a translation to German of only the Statute (but
not the Bylaws) should suffice for speeding up the PTER. Marion is working
to complete this based on an earlier version that she had produced, I will
try to cross-read afterwards.

3.) accompanying letter for PTER
We think that the letter draft can remain as is, in the version of Oct 17
where Marion had addressed earlier comments of mine (Oct 8, [5]).

4.) additional documents
Marion has gathered financial reports of 2011-2013 as well as annual reports
for 2011 and 2013, all to be included with the PTER. For 2012, she is going
to include some information on FOIS.

5.) scheduling thoughts for PTER submission
While it is not sure whether it will work for all of us, we agreed on Mon
(Oct 20) to try to get the German translation of the Statute done and
cross-read until the beginning of next week (Tue, Oct 28). Then we could
distribute the whole PTER package for information to the EC on Wed, Oct 29
and possibly hear feedback in the EC meeting on Thu, Oct 30. If no new
issues arise, Marion could then submit the PTER on Fri, Oct 31.
(If Oct 31 cannot be met, further delay of submitting PTER for ca. 2 weeks
is most likely.)


Some further comments on S&B v5/v6:
In v5, only commenting is possible at this stage, since we consider that
version pre-finalized. All changes that we made in v4 (now v6) or just
accepted from earlier proposals therein before branching off v5 were of
minor nature. The only/most noteworthy may be the adoption of deleting the
requirement of being an IAOA member for participation in IAOA-organized
events (Bylaws, Art. X, Sect.2(a)), which was due to Italian law (I believe)
and would conflict with Swiss expectations, was already proposed for
deletion in the version of Sep 1, and was consensual in the previous group
call according to both of our memories.
