[iaoa-infrastructure] administrative rights for the new IAOA website

I have constructed the new IAOA website on Digital Ocean. It can only be
viewed by users who have logged in. It won't be usable until the iaoa.org
domain has been redirected to the IP address on Digital Ocean. However, if
you would like to look at it, I can create a user account for you.
