Have you already validated Todd Schneider?

If yes, then the issue spotted in two occasions before is now repeating:
This user doesn't have the "member" tag, and is unable to access the
member's area.

NB: from my memory, previous cases where Stefano Borgo and Carmen Chui.

Please confirm, and I will add manually the member tag, but we also need
to investigate why this tag member is missing.

I'm afraid Ken needs to have a look at that.
