[iaoa-swao] move SWAO meeting time from first Monday, 10 am EST to 11:30 am EST?

Hi all,

This works - I can confirm the SWAO SIG will meet at 11:30 the first
Monday of the month, beginning with tomorrow's meeting which I shall
announce shortly.
