Thanks to Michael Gruninger, I got the info for submitting a proposal for a special issue of the AO Journal. The info below was forwarded from Nicola Guarino. Here it is:
The procedure for AO special issues is very simple, just consisting of
submitting a proposal to Mark and myself. Of course, the most important
criteria for acceptation are the relevance of the subject with respect
to the journal's aims and scope, described at www.applied-ontology.org. In addition, the guest editors should be well-recognized in the field.

The proposal at hand certainly fits the journal'scope. I would
however encourage the proposers to stimulate the presentation of papers
focusing on content-specific integration issues or on modelling issues,
as opposed to performance, scalability or representation issues. In
other words, does the availability of well-founded, accurate ontologies
impact on a better use and exploitation of big linked data? Can we
report (and analyze) examples who represent positive or negative answers
to this questions?

Given this feedback, I have updated the CFP to be:

Special Issue on the Role of Ontologies in Linked Data, Big Data and Semantic Web Applications

The IAOA Semantic Web Applied Ontology (SWAO) Special Interest Group welcomes the submission of papers (minimum of xx pages) discussing the role of ontologies in the areas of Linked Data,

the use of ontologies in support of these areas, with a focus on content-specific integration and modelling issues.

Expanding on the topics highlighted in the Ontology Summit 2014 Communique, submissions should be concerned with:

* The role that ontologies play (or can play) in Linked Data, Big Data and Semantic Web Applications

* Engineering of ontologies to address integration and domain-specific modeling issues
* Sharing and reuse of ontologies within and across application or domain areas

* Automation and tooling in support of ontology development

Papers should be formatted and submitted according to the guidelines of the IAOA Journal of Applied Ontology.
